Well lets start here.
What kind of fish do you have?
What size of tank are you wanting to put the fish in?
What are your para readings? Amonia/Nitrites/nitrates......
What all do you want out of the fish?

Now to answer a few of your questions, Yes there are quit a few dwarf cichlids. If you were to go to Livefishdirect.com they have a lot of diffrent kinds. They breed and specialize in african cichlids.

What kind of dwarf cichlids are you talking about? Are you talking about shell dwellers and such or are you talking about rams and appistogrammas. Any fish in particular.

"responsible fish keeper?... Didn't know there was any other kind"

Ok before i recomend any kind of cichlid's for a 29 gallon. I want to ask a few more Quetions to what you have stated.

What size of tank are you planing on upgrading to?
When do you plan on geting this new tank?
Would you want to keep your blood parrot or rehome it?
How many fish do you want?
What are your PH, Amonia, Nitrate, Nitrite, readings.
If you could get the Ph readings at least, That will help us a lot better on which cichlid's will best suit your tank.

Here are a few cichlid's you could read up on that could fit into a 29 gallon. These are Mbuna's From lake Malawi.
Demasoni
Maingano
Auratus
Red Top Dwarf Afra's
Saulosi Taiwan Reef

I cant tell you any thing about Lake Tanganyikan, or Lake Victoria. But i know they have a few to.

I wouldn't mix rift lake fish with a blood parrot. Totally different beasts in terms of water parameters and temperament.

How about a kribensis? Many of the other soft-water dwarf cichlids would either be too timid (rams, apistos) or too mean (jewels) to house with a parrot but a krib might be ok.

rams and appistos will work and so will shell dwellers. I agree in not mixing rift lake fish the tank isn't big enough with that blood parrot in it which will fill the tank once it gets bigger.
