Deformed or Born Like that

We recently bought an angelfish from a local pet store and noticed that the pelvic fins are completely missing. When we asked about it the pet store could not tell us what happened and said they would grow back. I doubted they would grow back and they haven't. He still gets around like the others do. Has anyone else ever seen that in an angelfish?? Is it a deformity or could a fish actually hurt him like that. There is no fins there what so ever, so shreds or stubs at all. Which lead me to believe he was born like that.

Yes it could be a birth defect. I have seen angelfish in stores like this. Kind of sad that they would sell them this way.
