I do not recommend more than one species of dwarf cichlid in a 25g. There is simply not sufficient room for the fish to establish easily-defended territories.
With either species, one male; and then either one female (in the case of the Ram) or 2-3 females (Apistogramma borelli). Rams do best in pairs [make sure they are compatible, meaning a mated pair, not all Rams accept each other], the Apisto are best in a harem.
Yu can read more on the Ram in our profile, click on the shaded name Blue Ram. The info for Apistogramma cacatuoides although a different species will be basically the same for A. borelli with respect to parameters, care, tank setup, etc.
