A bit of a emergency. - Angelfish

Okay, the problem is that my angel's fins are drooping and sort of rolled on to themselves. I've searched for 'drooping fins' and came up with basically that they're sick or I have water problems, but such general information doesn't do me much good. So here is a little background to my issue.

I have a 55 gallon tank with a XP2 filtering it, I do frequent water changes and have had this particular tank close to a year and suddenly I had a huge ammonia spike with my ppm being 4 - 6. Okay, I immediately started treating the water with Ammo-Lock with little effect. After that I tried using Ammonia Detox which still did not have the effect I had hoped, it left me with my ammonia around 4ppm.

Not wanting to lose one angel in particular I put all my angels in my girlfriends 90 gallon tank with is filtered by an XP3. Her tank does not have an ammonia issue nor any other I can test for with a master test kit. However, my angel after about a week is getting tears in his fins and it's becoming pretty ragged looking. Also, he's developing a white film over his body and the angels (including her small ones now) have drooping fins.

Does anyone have any idea what this could be, and what treatment I can do to fix the issue? This photo is the best I could do with my phone.
