IMO that size tank would be too small for a pictus. They are very active fish and require major swimming room. My tank is 5' long and my pictus uses every single inch of it. I think tiger barbs are too nippy to house with angels. A smaller pleco (bristlenose, rubberlip) would work fine. I really don't know who are good tankmates are good for angels; I only know what shouldn't be housed with them. Sorry you lost your Jack Dempsey :-(. They are such cool fish.
Possibly. Cardinals do get a bit bigger than Neons (and look better IMO), and are found in the same area in the wild as Angels... but it all depends on the angel's personality.
But now that you mention it, I have seen many tanks with Angels+Cardinals.
Platies would probably be a good choice. The angels would also keep the fry population under control.
