No. You will certainly want to avoid serpae tetras, black skirt tetras and red-eye tetras which are all notorious fin nippers. That is down to luck on the contrary.
I doubt that you will ever find 'true' rummynoses Hemigrammus rhodostomus what you will most certainly find is the firehead tetra Hemigrammus bleheri and if you are lucky the 'false' rummynose tetra Petitella georgiae
all three are not know for fin nipping and I've kept fireheads and false rummys with angels with no problems whatsoever.
