Something wrong with my glowlight tetras.

So I noticed my glowlights seemed to have something wrong with them. It almost looks like they are scarred or something, and the scarring almost looks like ick. I caught 2 in my net to take them out, and it seemed to fall off. But then it just collects on them again. Does anybody know what the problem is?
