one of 3 of my red blue columbian tetra is missing his anal fins
how do i help him?

Who are his tankmates? It's possible someone bit the fish, but it's perhaps more likely that he has fin/tail rot. This disease is caused by poor water conditions. Did you just get him? How long have you had him? If you are testing your water, can you post the parameters? - ammonia, nitrates specifically.

Keep an eye on the other tetras getting the same symptom. I'd do a large water change, if you're not doing that regularly (once a week).

he has 2 other fish same type as him and i got him on Thursday Jan. 19 2012
ammonia is 0
nitrite is 0
nitrate is 20

Well, you can rule out someone biting his tail. Is there any decoration or something he could have gotten stuck in. How is his tail now?

Your water looks okay. Nitrates at 20ppm is acceptable, but I'd do a water change when it does reach 20.

Many of these fish catch tail/fin rot because they sit in dirty, horrible water in a bag for days, often with dead fish in the bag with them, mucking up the water. If you provide good, clean water, he should be fine and will heal. If you can get your hands on Indian Almond leaves, (available on Ebay) they are suppose to be good for treating illness like this. It will put tannins in the water, but may help him heal quicker.
