penguin tetras being aggressive

hey there, i just put 4 new head and tail light tetras into my 30 gallon tank. i originally had 3 head and tail light tetras and 4 penguin tetras and everything was fine, until now. the penguins are going mad and chasing all the new fish around and acting really aggressively. i remember reading that they where supposed to be peaceful fish! has anyone else seen this sort of behavior?

the pegunins could be in the breeding mood or one of the head and tail light tetras was male you might never of had a male h and t lights tetra that was male they might all of ben females before
