Neons in a 10 gallon. It largely depends on how many other fish you are going to put in. Myself I wouldn't add any more than twelve, six at an absolute minimum. If you add more than eight split them up into two batches about a week apart. Test your water after the first batch and so long as you get no ammonia or nitrite spike add the second batch a week later. This gives the biofilter time to adjust to the new loading.

I have a 10 gallon with 1 male crowntail betta and 5 neon tetra. I guess you should be fine haveing 15 with alot of decor. Trust me, mine love rocks with holes.
