Cloudiness on neon tetra's body

My neon tetra (in a ten gallon with 5 other neons, water temp 75) seems to have a break in the blue strip on his body. It is only that particular tetra, though. The pert with the break is cloudy, but not fuzzy. It acts like all the other neons I have, eating and everything. It has been this way since I had gotten him from the petstore. Could someone tell me if this is fatal, or can this be fixed some other way and is not deadly?

Water parameters are
ammonia 0.00ppm
nitrite and trate :0.00ppm
Hardness: test kit says moderate
PH: 8.0

Your water parameters are strange. Unless you have tons of live plants, you should have some nitrates. Is your tank newly set up? Has it cycled? Your ph is high for those fish, and it could be a response to the high ph. Neons are also suspectible to a disease (which I don't know the name of) someone will :) that could be effecting him. I'd just keep an eye on him for now, as long as he's eating. You should look at ordering Indian Almond leaves (you can get them very cheap on ebay), there is also someone on this site that has a link to them, that I've seen. They will add tannins to your water and soften it a bit. And/or you can get malaysian drift wood for your tank. That will also help. If you tank is new, and has not cycled that you're in for more problems with the fish - let's hope not! I'd also raise the temp to 78-79

It has been set up for around 6 months. I did cycle it and it has 4 amazon swords, 4 water wisterias, and lots of duckweed. I will get some driftwood soon.
