Your water params will be OK for cardinals or neons. The 92 mg/l is ppm, and this equates to 5 dGH. I know this is high for any soft water fish, strictly speaking, but I have several tanks of wild characins in my soft water that I keep around 5 dGH. Harlequiin Rasbora fall into the same camp. Also consider one of the other closely-related species of rasbora, either Trigonostigma espei or Trigonostigma hengeli. The latter is y personal favourite of the three, as it has a lovely metallic glow that the other two lack. Check the profiles. These two are seen less often, but they do appear from time to time.
