Cardinal Tetra - Red Spot on Body - Disease?

I noticed a very strange red appendage sticking out of one of my Cardinal Tetra's body. I tried to take a photo of it while it was swimming by, so does anyone know what this disease is and what to do about it?

Photo attached - see the red spot on the fish.

Bewildered - please reply.

It's hard to say with a blurry shot. No clearer shots? Try researching possible bacterial infection.
