A friend just inherited 2 of them while she was seizing other animals from a house. We aren't sure what they are. That is obviously not a picture of the ones she has, but they look exactly like them.

About the same size as a neon tetra - very long and thin, only bright orange with a whitish horizontal stripe.

I want to know what they are specifically so I can help her figure out how best to keep them. Right now she has them in a 1-2 gallon square tank, which I suspect is way too small for their swimming needs.

If they look exactly like that, those fish are glow-fish. They are genetically modified zebra danio. Zebra danio are an active, shoaling fish. This means they need to be in groups of 10 or more (any color of glowfish is fine--shoaling is based on pheromones). They will also need a rather long tank as these guys are VERY active. If she just plans to keep the zebra danio, tell her to go with a 20 gal long. She could also get a shoal of bottom-swimming fish like cories in there, too. Like any small fish, they appreciate a densely-decorated tank. Live plants would be great, but if she isn't up to the challenge, then a bunch of fake plants and other decor will do.
