I hate to say it but that looks like tumors to me. The second picture shows very distinctly 2 different places where the swelling is occuring. Right under the head and then toward the anal fin. The red spots and the fact the swelling is also behind the anal vent is also an indication that it is not likely just an overly pregnant fish. In the first pictures, just to make sure I am seeing this right, is the red spot toward the anal fin the anal vent or just another red spot?
It also looks like it could be an intestinal parasite of some kind that has caused some swelling in one area and forced the internal organs to the other end.
At the very least I would quarantine the fish and treat it with whatever you can. I think Maracide will treat for paracites although I am not the best person to suggest a medication.
As for treating for tetra disease, I have not found anything that treats it and every source I have found says it is not treatable.
