My 15 gallon just finished cycling I want to add either eight neons or green neon tetras how many should I add?
All eight or split it in half four one time and add the other half next?

I'd add all of one kind because I think it looks better but it's probably up to you. I don't have experience with green neon tetras though. You also probably have room for more than 8 if that's all you have.

If you fishless cycled (I looked through your other posts, but didn't see how you cycled, might have missed it) and the tank is converting 4 ppm of ammonia to nitrates in 24 hours then you are go to go with adding all 8. That's one of the perks of fishless cycling :D

Can i just throw in a vote for green neons? I love nano fish.

I did do a fishless cycle on 3/1/14 I added a filter cartridge from a established tank and added a piece of shrimp on 3/5/14.
Checked water parameters for two days ammonia 0,nitrites 0 and nitrates 0.
3/8/14 Ammonia, nitrites 0 and nitrates between 0 and 5.0 removed old shrimp added a whole shrimp.
3/9/14 Ammonia 0.50,nitrites 0.25 and nitrates 5.0
3/11/14 Ammonia 1.0 nitrites 5.0 and nitrates 20ppm removed old shrimp because of smell.
3/12/14 Ammonia 0.25 nitrites 5.0 nitrates between 40 and 80.
3/13/14 Everything the same.
3/14/14 Ammonia 0.25 nitrites 5.0 nitrates 20.
3/15/14 Ammonia and nitrites 0 and nitrates 20.
3/16/14 Everything the same.
3/16/14 to present ammonia and nitrites are 0 and nitrates have dropped to 10.
Also I have been adding fish food to the tank to feed the bacteria.
I was planning to add four or green neon tetras tomorrow hopefully the lfs still has them

Today the family and I went to the lfs and bought six green neon tetras. They have been hanging out around the filter and slowly coming out in the open.
