Zebra Plecos are a dwarf species and normally top off at around 3 inches. That's the smallest I know, althought there could be smaller ones.
As for tank size, people probably keep them in 10 or 20 gallon tanks, but I would suggest at least a 30 gallon tank for all kinds of small plecos under 5" to be happy and healthy.
parotocinclus jumbo is probably the smallest species of plec!
