This is the 10g, presumably, so my comments are based on that.

Increase the neons, but that is it for upper fish.

None of the loaches are suitable in a 10g. Corys can manage, a group of 4-5 of one of the smaller species by which I am thinking those under 2 inches, there are several in our profiles. Some will be fussier over water params being wild caught. The "dwarf" species would be nice, but I must be honest that they are not that hardy, even for me.

Remember that I can't access the profiles via my phone. So what Corys would work?

Which of these mixes would be best?
1 Betta, 5 Neons, 4 Corys, and 1 Mystery Snail
or
1 Betta, 5+ Neons, 10 Ghost Shrimp (or other shrimp if I can find it), and 2 Mystory Snails

I've never been one for shrimp, with my soft water i just don't bother. Aside from this, corys would give you more interest as they are more active and noticeable.
