Hmm i know alot of puffers have a bad reputation but Green Spotted Puffers are extremely docile. Ive had 2 of them (not together) and at no point have they ever attacked or even bothered any other fish. They are reasonably easy to look after, weekly 1/3rd water change just to keep the ph almost neutral. Ive kept them with danios, albino catfish, glass catfish, dwarf gouramis and golden gouramis, most of which are quite small fish but they simply leave them alone and although apparently carnivorous they arent interested in fighting or eating other fish. Gotta watch out with their teeth though because they'll grow and cause the fish pain but they'll chomp on snails etc to cut them down.
The only time Green Spotted Puffers (easily confused with amazon puffers) are aggressive is when you put more than one puffer in any tank, they need to be kept singularly
