Saltwater set-up an Questions

So my girlfriend and I wish to start a nano-saltwater setup. She really wants clown fish and I would like a new challenge. We are looking at a 29ish gallon tank. We are looking at spending around $500. I know coral need some pretty stiff lighting requirements but I'm willing to try if the small set-up in manageable.for

What kind of equipment do I need?
Would an overflow help if we have the room?
Are there any plants we can have?
Can we even do it with $500?

Live Rock, Macro Rock
2-3" Sand Bed
T-5 Lighting
RO/DI Water
Reef Water Test Kit
Refractometer
Salt of your choice

Would this also be the same equipment if I went with a larger tank like a 40 or 50 gallon tank? I know I will need more sand and rock but would the other equipment be suitable for a slighly larger tank. And would the light only be applicable with a reef tank and would a fowlr tank be ok with a standard light?

What kind of filter do I need or will the live rock provide enough biological filtation and I know the skimmer takes the protien film off the surface but what kind of filter would I need to take out floating debris?

I feel like im asking very stupid questions.

Will be pretty close to the same. And the T5 will still work for the Reef tank.
Live Rock and the Skimmer are all the filtration you need. You do not need the filter. The powerheads keep the debre in the water column so that either the live rock organisms get it or the skimmer does.
