So i am picking up a 30gal tank and stand on friday with a whole bunch of supplys for 30$. I am going to transfer everything in my 20 gallon over. How do i go about this?

Crushed coral, rock, water, fish.

How do i do it so that it is safe for fish and corals?

Set up the new tank first and let it cycle. This will probably take 2 months or so.

Put the water in a couple of 5 gallon buckets, put the fish in there. Put the Rock in some 5g buckets as well, and the sand. Move tank, Move other into place. Put some water in the new tank, preferably RO, just need a few gallons. Put in sand, then the Rock. Put in the water that does not have the fish. Have some saltwater mixed up before hand to deal with what your left with. Once you have the things in the tank, turn everything on. Put bucket with fish in last. Tank wil be cloudy, but will subside, you will be ok. you want the Salinity and temp to be very close form one tank to the next.

i would put the tank somewhere dry ( but ale to get wet if need be, like outside ) but somewhere thats flat and level.
i would then fill the tank and leave it for atleast 24hours to make sure it has no leaks. ( you wouldnt want to set this all up and find that out )

afer the leak test, an extra rinse with the hose, maybe alittle vinegar/razor scrape. (watch the silicone seals! )

then follow what reefing madness said but i would maybe check the pH as well with temp and salinity.
toal, you also mention crushed coral, i think i would start the new tank personally with sand. if not i think i would remove all snails and critters i could then pre-rinse it first, asuming you have a good ammount of already live rock to make up for it.
