As a general rule of thumb, say somewhere between 3 and 6 fish for a 38 gallon tank. But don't worry, the tank will seem "full" of fish. Like I said, until you have kept marines it is difficult to relate to this question.
Yes, you can keep corals in a 38 gallon tank. Numbers depend on selection. However, corals spread, so the tank will be "full" of corals regardless of how many you keep.
