I think the carbonated water wouldn't work because of the price, and probably would only bubble for a few days, whereas DIY would last a month.
But as far as dry ice is concerned, it will work...just dry ice in a container, you wouldn't even need water, it will warm up on it's own (you may even want to put it in a 2 liter and put that bottle in a cooler to keep it cold longer so it evaporates/bubbles slower). Also will be used up quickly, but if it's free, why not?
For Halloween one year, I went as a mad chemist. I put gin and 7 up in a flask and added dry ice to make it cloud up (and keep it nice and cold).....safe to drink, though nobody else at the party trusted my chemist skills and assumed it would be harmful......
In fact, most fish stores (the kind that sell fish as food!) will probably give you free dry ice at the end of the day if you ask them.....I'd like to try it myself, though I'd sooner experiment on myself before I do so to my fish....if you have sucess, let me know......
