Your mom is wrong. Bettas prefer live foods and these are carnivorous, not herbivorous. Keep the ivy away from your tank because from the sound of this name, it isn't exactly a true aquatic plant which means it'll rot sooner or later.

Feed your betta live foods, frozen bloodworms, mosquito larvas, flakes, sinking pellets, etc. Peas can also be used. I'd suggest only a small sponge filter for your tank. Water changes twice a week should suffice. Use tapwater but be sure to dose it with dechlorinator to bind the chlorine and chloramine to harmless substances. Feed your fish once a day only and fast it one day per week.
