What is this white stuff on my plants?

Can anyone tell me what this white stuff is? It is on my plants but only at the surface of the water. It is white and looks kind of puffy and gooey. I have been using Flourish Comprehensive once a week and a few days ago started using Flourish Excel daily. Could it be from starting the Excel? (I just fed the fish so that is why there is food floating : ) )

The lower photo is algae, it is sort of grayish-brownish. The upper photo may be suspended particulate matter, esp if the filter media was cleaned/rinsed/changed.

Should I do anything about the "matter"? I am currently working on the algae by reducing my lighting.
