Siamese Algae Eaters would be a no go for this tank, as it's only a 40gl. An adult SAE gets to be 6" and needs lots of room. I'm already worried about the Bala shark/Redtail in this tank. Could be some problems down the road.
Agree with 1077 & Sin- remove affected leaves, cut back your lighting by a few hours, and dose with Flourish Comprehensive. Good luck!
