Most "low light" plants will grow with more lighting; it's more of a problem in reverse--plants requiring high light will usually not survive with low light as it is too inadequate. Plants like crypts and pygmy chain sword will grow along the substrate where the taller and more light requiring plants will partially shade them. And light weakens as it travels deeper in the water column. iamntbatman gave some very good advice on the bulbs and output.
