question about flourecent ballast

I want to install two 24" florescent tubes above my tank. I found that when I shop for the ballast they are rated for either a T8 or T12 tube. Is a T12 tube not compatible with a T8 ballast and vice versa? Which is better to go with? I noticed that different manufacturers make their 24" tubes in either T8 or T12 but not both. Also T12's are 20W while most T8's are 17W but I did find a few T8's rated at 20W, what ballast would these use?

for the most part T8 are more efficient. T12 bulbs are 10w per foot and T8 are 8w per foot but t8 tend to put out more light. i would just go with the t8.
