Cycling will not affect plant health.

Just have to make sure they have the fertilizers they need to grow because the uncycled tank will not provide them, not right away anyway. No nitrates from waste but they can and will use some ammonia for growth. I don't think I have ever head of them using nitrites though.

Heater only if you plant to keep tropical fish and they need a heater. Remember plants need to acclimate also so the temp needs to be what the fish need from the start. Air pump only if you think you need it or want it. If you plant to inject CO2 then you won't want to use an airstone except at night when you put the fish in.

i only fertilize in new tanks or lightly stocked tanks- the rest of time time the tank will feed it
