I don't think it would be as effective but it can't hurt. Will save some money and make the substrate a little heavier. You might find that the Eco migrates to the top over time though.

I believe that I finally understand "what you are getting at".
Please review the following before you order your bulb:

as the review may save you some money, time and grief.

The various types of lighting are not "mix and match".
Bulbs for various types of fluorescent lighting have different "end connectors".
The wattage (a measure of power) is a function of the ballast and not of the bulb.
