Anacharis, or elodea, is among the dozen or so most common and easiest to care for plants. It tolerates almost any water conditions and light levels, though it grows best in brighter light. Anacharis can be grown as either a floating or a rooted plant. The temperature of the water is not important as long as it is not too warm. It feeds via its leaves and adventitious roots. I use both liquid and dry ferts, depending upon which tank it is in.

Cabomba will do fine planted or floating.

As for CO2, if you don't use it, an airstone will actually help with replacing both CO2 and O2 for the fish. The speed of the bubbles and the size doesn't matter. Surface agitation, the waves on the water creates more area for CO2 and O2 to be brought back to needed levels for both fish and plants.
