Usually with them it is all or nothing. They will grow when they are supposed or they will rot. When I tried mine, my sagitaria (i think) grew quickly but the lilies took 6-7 weeks to grow. Have patience but if they do not grow in 2 months then chances are they won't grow at all. Leave them until they start to get muchy if you want. But if they start to get mushy then get them out quickly as they will make a big mess.

Just as a weird side-note: I had a lilly bulb that did not grow in my old tank for 6 months until I stuck it in a new tank with brighter lights....I wonder if there is a way to 'force' aquatic bulbs to grow

I had a bulb not grow for about 6 months as well. Had another one in there at the same time and it grew fine. I actually forgot about it until I saw another plant growing and thought WTF???

Lillies are a plant(no kiddin'?) and does "die back". It needs a period of dormancy. Some grow in areas that dry up in summer and spring back to life each spring. Mine were in a tank for over 6 months before they germinated. I also have an Apondogen ulvaceous that dies back and has just started regrowing a few weeks ago.

my green lily has died off and grown back 3 times in the last 3 years. My red one has done this twice. I'm sure as long as it doesn't get squishy it should grow back eventually.

More than likely it's a fungus or mold probably resulting from it sitting for so long. You might want to take F4A's advice and take it out, dry it and try again maybe with some stronger light. I've had great success with my lillies and found that it's really the light factor that determines a sprout.
