Lighting Help

I have a 15 gallon tall aquarium with live plants. I am new to live plant keeping and am slowly building my planted tank.
I have a flourescent hood on it and it's 19 watts. I'm not sure what direction to head for better lighting, LED, T-5, ect. Any guidance would help.
I have a banana plant, Moneywort, Amazon sword, Argentinian Sword, and Ludwigia.

I've had good results with similiar plants at 2 watts per gallon. T 8's are cheaper and can be found at hardware stores. T 5's seem to be a stronger light at the same wattage compaired to a t 8 bulb.

what kind of bulb is in the fixture? what substrate are you using? dosing any fertilizer?
