I'm not sure what you are referring to, but it could be the ballast. Fluorescent tubes require a ballast, usually built in at one end of the fixture.

The glass cover presumably sits down on the inside of the lip around the frame. And the light fixture sits up on the tank frame. So you could get a second fixture later if needed.
