My best guess would be no, without seeing the specs. Most home improvement fixtures are not real compatible to the hobby without some modification, different bulbs. Since may LED's are a closed unit changing out the bulbs, even if you can find some, would be an adventure.
I would agree that it would be a long shot for it to be enough to grow plants with but hey, who knows.
If they give off enough light, the lumens is going to be the biggest problem, then maybe. I would see if you can find a local retailer that would be willing to test them for the amount of lumens you get at the standard height of a normal aquarium. If it comes close then maybe.
Am I failing to see anything in that article about LED"s. Maybe I need to change the perscription on the old bifocals here. It does do a good job of explaing the different types of fluorescents, the T8's, T5's, ect.
Again, it must be said that intensity(lumens) alone is not always the best choice. You also need to look at the spectrum of light the lamp gives off. If you decide to go ahead and purchase these lights, I hope that they do the job. They should be very efficient as LED's are a very efficient light source. But as far as promoting plant growth, I still have my reservations. I would have to see the complete technical data sheet for the lamps.
