Most of those plants should be ok as long as you go out and buy a 6500k "daylight" bulb that fits your fixture.
Unfortunately, that purple cabomba is beautiful, but will turn green. (Have to have high light and pressurised CO2 to keep it purple, and that would mean a new hood ($75-$120), a real CO2 setup ($600-$1200), and daily fertilisation ($1-$20 per week) and you have a risk of something going wrong and killing your fish.
I like low tech, it's all I do. Have to accept that some plants won't grow too well though. The others should do wonderfully however.
I'm also not positive the chain sword will do too great... Dwarf sag does well in low light.
Also, if you think that tank with the blue light is doing good, swap it with 6500k and dose with Flourish Comprehensive once a week, remove the bubbles, and you'll really see some growth.
I think you have a bizarre balance in your other tank- but the balance works for you. The blue light isn't hardly much light for plants... And the Airstone gets rid of most of the CO2, which plants need, and you don't dose with fertilisers I assume... but all three together seems to be working, albeit temporarily.
