Exclamation Help! spider web looking webbing on plants

I have a thirty gallon 0 ammonia, 0 nitrite Ph of 7.1 . I bought some hornwort plants to soke up nitrates and just to try growing aquarium plants. I bought them from a place i never go to. I had them for about a week and now there is spider web looking strands hanging from the needles in spots. Some of the plant is nice, green and growing already. Other parts the needles are turning brown. Does anyone know what this is or what i can do. I seen somewhere 1 part bleach and 20 parts water will kills certain things . Im just worried that there might be a disease that could spread to my fish because of these web like strands. I dont just want to through it away but if it has to be done, i will. If anyone knows anything about this let me know . Thanks

what color are they? the threads? it could be stringy algea if it is a pain in the arse but harmless

they are clear just like a spider web. It does not over power the plant or anything just here and there. Certain parts of the needles are brown and dieing but then some of the plant is growing like a weed. Maybe i should cut that portion off. Anyone with any ideas let me know thanks
