Changing the filter shouldn't cause a new cycled I would think. Most of the bacteria are everywhere and only a small percentage is located in the filter, most is actually in the substrate.

Plus the plants will consume a large amount of your ammonia anyways, especially the duckweed since it grows so fast.

The timers are pretty basic, and every department and hardware store sells them. You don't need a fancy one, or digital one so save yourself the money =)
