Why no filter?

They will be some natural movement in there with out a filter to move the water but just very very slow. They can grow this way depending on the plants and how dense you have it planted.

because my filter is strong, if i open, the new plants that I just plant into the gravel will sucked out :/

Kind of looks like either Dwarf Sagittarius or Pygmy chain sword but I stink at plant Ids. Sorry.

Stonewort is a macro algae, not a plant. Blue gourami are omnivores that will eat at algae. A lot of tilapia species will eat plants, so I imagine a plant like algae would work too.

You mentioned water quality hadn't improved? How big is the aquarium? Having the filter off wouldn't help improve the water quality and you have some decently sized fish.
