Fertilsing plants, not algae

My 10 gallon tank is pretty heavily planted with 4 java ferns, 4 stems of scarlet ludwigia and 6 stems of wisteria. 2 ten watt flourescents are on ten hours a day. The plants grow quite well but seem a little pale in color so I was thinking maybe an iron deficiency. I'm worried about fertilising because I also get quite a bit of dark, soft green algae between biweekly 25% water changes. Is there a way to just get fertiliser to the plant roots and not so much in the water column?
