Funny I watched the video thinking...hmmm pretty... hmmmmm ?? what's wrong with the fish? They seem lost, or bored or something.... This way.. um... no... that way... um.. no,.... umm..... that way... um....no... umm...
And then I read all the posts. Yes Byron I agree! I couldn't put it into the words you did.

I can't seem to find out the dimensions of that tank (for volume) but two 2-ft flourescent tubes would be perfect for the plants I named, without blinding the fish. (don't forget the duckweed)

Would definately take some good liquid fertilization, and a nice soft sand substrate.

Sounds counter-intuitive, but make sure you have a little (I mean a little!) water movement. It helps prevent some of the hair algaes on low-light plants. Byron, I know, 'forest fish', I don't mean a lot of movement. Just something to move the duckweed around a little. :)
