CF lighting question

I'd like to use this for a low light/low tech planted set up. If I just run two of the lamps, would it still be too much light?

difficult to compare fixture types based solely on wattage due to different efficiencies, but two 48" T8s tubes over a 75 would be low to moderate light and would be 64 wats total, CFs supposedly are more efficient, producing more light per watt, but even if they are the same, two of the 65 watt CFs would be a lot of light
