Although bamboo is sold in aquarium stores as an aquatic plant... It needs to be outside of water to grow. You need to expose the growing end to air, or else it will slowly rot.
The white stuff on your bamboo is bacteria eating the rotting layers of bamboo.
If you can, clip or attach your bamboo so that the bottom half is in the water, and the top half emerging from the water. If you have fish in your tank, you don't need to fertilize it, bamboo is hearty and requires very little nutrients.
