Most or many of the plant's we buy can take two week's or longer to adjust from emmersed growth to submerged growth depending on where you got them from.(would not expect a lot right away)
I measure the growth in my planted tank in month's, as opposed to those who use CO2 injection who measure growth in day's.
Sound's to me like you are doing the right thing's, but perhap's need a little more patience.
