I would get a 55 or 65 watt power compact retrofit kit. I am happy with my Current retrofit, I have heard AH-supply is good. you should be abel to bolt it right into the hood (some engeneering is required on your part). That should be right in your budget. 65 watts is good to grow some plants

what exactly does engineering imply? im ok with like some screws and plugging things together, but is there any soldering or anything like that involved?

well, the retrofit kits never come with the holes drilled in the right spot so you will find yourself drilling new holes in the metal reflector, adding spacers, figureing out how to route the wires. The Current SunPaq kit is nice because everything is prewired so you just have to get the cabel to the light bulb. I did this by cutting a slit from the bottom to the hole where the old switch was and slide the cabel in there. The thing I dont like about Current is the bulbs they come with are for like saltwater corals, so you end up spending another $30 for a 6700k bulb. To save money if I was smart I woulda used AH-Supply because they let you choose any bulb but they dont come pre wired whitch is not really a big deal as long as you can figure out how to use a wire nut.
