Does your airpump have the power level mode? If you can switch it to low, it'll help. I doubt fish get electrocuted. The human gets the shock but not the fish. I was zapped before when my filter malfunctioned but the fish remained unfazed. Evidently, the shock waves do not seem to travel to them or they would have struggled and even jumped.

Your only other option is to get another pump which has high and low modes for you to control the bubbles.:)

Yes, I agree with Herefishy, get an airline valve. I had a similar problem and the only thing I was able to find was a splitter, which does the job perfectly. I keep the one side of the split valve closed, and one with the tubing on it open only partially. It cost me all of $1.00 at PetSmart.

or do what i did when i was little and couldnt afford a valve. just get a clothes peg, fold the line over onto itself and peg it down, depending on how slow you want it you will have to put the peg at different spots on the tubing, but just go and get a valve... neither of which are good for your pump anyway

I've had one on my tank for 6 months and it's still works fine, so you might eventually have to buy a new pump... still less expensive to get a valve now and a smaller pump in the future if necessary. I guess it all depends on the pump. Mine is a "cheapie" to begin with so no big deal.
