Water conditions

Im wondering if theres something im missing about the water conditions in my tank, when i do a water change i do around 30%, im using a good dose of water conditioner in the fresh water, i use the syphon to suck dirt from the substrate, i clean all the algae i can see from plants glass etc, clean the filter and filter media in the old water, clean even my heater, remover any dead plants or bits of them, when doing regular water tests everything says the conditions are brilliant for the fish, however, the surface of the water always seem dirty and i still end up with dirtfloating around, even after the water change.

I dont expect perfectly clear water, but itd be nice if it atleast looked like i keep it clean!

I was doing changes every 2 weeks but have started more regular changes

any ideas why i cant get the water looking nice?

you could try and invert your siphon in the water so the you get only top water going in I do that as I don't have a cover with my new lights i get a lot of evaporation witch leaves marks on the side when i clean it it dirt's the top of the water so i do that after then top it off
