Water changes: A Confused Beginner...

So I have read how important it is to change 30% water once every 1-2 weeks to clear out waste and food remains, but then I read how important it is to let everything sit in there to create needed bacteria.

If these bacteria are so important, why is it so good to change water every 1-2 weeks? Is this more an art than a science?

The reason for changing the water is exactly as per your quote, but will not effect the important growth of bacteria in your tank, which is constantly breaking down the waste etc

Without your constant changing the water on a regular basis your fish will succumb to various illnesses

The majority of the beneficial bacteria in in the filter, then in the gravel and on ornaments etc. Virtually none exists in the water itself, whereas the ammonia, nitrite and nitrate is in the water. Therefore it's good to do weekly water changes, sometimes more is beneficial. A bad thing to do in terms of harming the bacterial colony, would be to change all filter media at once for example.
