Oh yeah, I understand that dwarf cichlids would be fine. I was just a little worried that maybe the tetras would manage to get themselves eaten. :P

There's nothing wrong with keeping a pair of apistogrammas(dwarf cichlids) and tetras together in a 20 gallons tank.
The only tetras I'd put in a 20 gallons tank are any of these:
Black Phantom, Neons, Cardinals, Flame Tetra, Kerri Tetras, Emperor Tetras, Diamond Tetras(my favorite ), Beacon tetras and Lemon Tetras.

Some can nip but otherwise peaceful. The only tetras I would avoid are Serpae Tetras. They are most renowned fin nippers in the Characins group.

The only feisty cichlids he'd ever get are Lake Malawi cichlids to chomp down the serpae tetras for being nippy.
That spells no if you want angelfish with serpae tetras.

If you want Lake Tanganyikan cichlids, stick with a colony of shell dwellers. Neolamprologus brevis, ocellatus and multifasciatus are your best bets. That will also apply to Taylor's stocking problems if his tank is below 30 gallons in size.
