Waiting for tank to cycle...and waiting...and waiting

I have had my tank set up for 3 months now with 2 guppies and 3 otto cats and have tested every other day for 8 weeks with an API Master test kit and still have 0 nitrite, 0 ammonia, 0 nitrate. These results have been the same the whole time, even when I did not water change for over 2 weeks to see if that could bring a change to the values. Do you think my tank has cycled or not cycled? Could something be wrong with my test kit? I am positive that I am doing the tests correct, i've checked and checked and had someone else do them instead of me.

I added some new guppies and dwarf gourami's 2 weeks ago, 2 died with 2 days, the rest died within 2 weeks, there is only 1 remaining but my original guppies and otto cats are fine - I can't work it out.

Any advice would be appreciated.

How many gallons is your tank? If it's very large you may barely get readings with the amount of fish in there right now.

Its 30 gallons and its a planted tank too

I wold say the tank is likely cycled. The plants have taken up the ammonia and nitrates, what little was being produced from such few fish and you never got a reading, not a measureable one anyway. I would say adding one or two more fish at this timwe would be safe and shouldn't cause an kind of major ammonia spikes. Just stay with the smaller fish and you should be fine.
